# Candidate Comparison Guidance

This first static export does not precompute pairwise comparison packets.

To compare two candidates:

1. Open each candidate packet under `/llm/candidates/{candidate_id}.md`.
2. Inspect shared curated issue packets under `/llm/issues/`.
3. Use `/llm/evidence/claim-network-records.jsonl` or each candidate JSONL file for source-backed claim rows.
4. Do not infer a position from missing rows; report missing or limited coverage explicitly.

Future pair packets should be added only for high-interest pairs once candidate and issue packet formats are stable.
